From the Pages screen, click the pencil icon on the page you'd like to disable billing on.
Hover your mouse over Settings in the top menu bar
Select Basic Setup from the dropdown
Check the box for Disable Billing

When you disable billing on a page, the system may ask you to put a credit card on file (if you don't already have one added) because free registrations are $0.99 per registrant unless you are also already hosting paid events.
